Overview

NYC Local Law 84 (LL84) requires that all properties that exceed 50,000 square feet of floor area must be benchmarked using the EPA Portfolio Manager software tool. EMRA works with our clients to set-up systems to correctly and fully benchmark the properties in their portfolio as required by the regulation. This is an important and critical step as the NYC Department of Buildings moves toward enforcement and fines based upon quality assurance of submissions.

EMRA staff developed and taught the NYC Mayor’s Office sponsored classes on Local Law 84 during the year leading up to and the first year of Local Law 84.

The Process

EMRA professionals create, review, correct and update a Portfolio Manager Building Entry for each property that includes all required building characteristic data.

We work with your staff to gather and aggregate electric, natural gas, oil, steam, and where approriate NYC DEP water use for the prior year into monthly or delivery-based format, and enter that data into Portfolio Manager.

Before submission to NYC all information goes through a series of quality assurance/quality control (QA/QC) checks by senior staff who have been involved in benchmarking of building energy use for almost 30 years. We then complete the process and submit the Benchmarking to the City of New York to meet the LL84 deadline.

Clients are then provided copies of all the records they need to keep on file for the next 3 years, as well as additional reports that show them how their building(s) are doing. This enables our clients to make the efforts that went into this process actionable.
